AFL Facilities Development Reserve

The 2008 AFL National Facilities Development Reserve is now available. For application guidelines Initiates file downloadclick here

There are some changes in the application process from 2007 that are outlined below: -

1.         The ‘Expression of Interest’ stage has been removed from the application process.

2.         This year applications may be submitted on an ongoing basis and it is not a competitive funding process.

3.         Applications will be considered upon receipt and must meet the FDR Guidelines.

4.         The pool available for 2008 is $100,000. This is subject to change on an annual basis.

5.         Leagues are no longer required to rank applications from their member clubs and clubs may submit their applications direct to AFL Victoria.

6.         Detailed Applications received after the funding pool has been allocated maybe eligible for funding from the funding pool allocated to the following year.

7.         Clubs must have achieved a minimum of the Bronze Level of the AFL Victoria Quality Club Program.

 

AFL Victoria Executive will evaluate the applications and will advise Leagues and clubs if their application has been recommended to the AFL Facilities Development Manager who will forward the projects with his recommendations to the AFL Executive who will then prepare a final recommendation for the AFL Commission.

All applications submitted to the AFL will be judged on their merits against the evaluation criteria at the complete discretion of the AFL. As a guiding principle, the AFL may fund up to 10% of the net project cost.

Leagues and clubs located within the council regions detailed in 1.4 of the application guidelines booklet attached are eligible to submit an application. Leagues are responsible for communicating the availability of the Facilities Development Reserve to clubs and umpiring groups

 

The following key points must be understood when developing an application to forward to AFL Victoria:

1.           Funding proposals will be weighted in proportion to the funding generated from a range of stakeholders. As indicated, a benchmark expectation of AFL funding should be in the 10% range.

2.           Projects submitted for funding must display the following benefits to the game:

                              i.          Be part of a logical plan for growing the game, including increase participation or retention of players.

                            ii.          Protect the game for the future by entering new markets in either a geographic or fixturing way.

                           iii.          Increases access for all community participants especially those not traditionally catered for.

3.           Demonstrate funding support to illustrate the project has adequate “non AFL” funding, and is realistic to proceed in the timetable outlined. Experience gained from the Victorian Country Facilities Program revealed the significant funding multiplier effect leveraged by leagues and clubs with local stakeholders as a consequence of the AFL funding being put on the table.

The AFL National Facilities Development Reserve provides an opportunity for leagues and clubs to work with local government on issues of local planning and funding of sport and recreation facilities for the future.
